Philomena Cleobury

Legal Officer, UN High Commissioner for Refugees

Philomena Cleobury is a Legal Officer with the United Nations High Commissioner for Refugees, where she is the legal focal point in relation to UNHCR’s Cash Based Interventions. Her current work has a particular focus in supporting UNHCR’s provision of cash assistance to beneficiaries by means of banking and other payment mechanisms. She joined UNHCR from the UN Office of the Legal Counsel, where she advised on a wide range of matters of public international law, in particular international criminal accountability mechanisms, sanctions and peacekeeping operations. Before joining the UN, Philomena was a Managing Associate in Linklaters’ International Arbitration and Dispute Resolution group, where she advised clients on complex international disputes. Philomena holds an LLM in Public International Law from University College, London, and an MA in Jurisprudence from Corpus Christi College, University of Oxford.
